Debra Paylor

Debra Paylor is currently serving her third term as Member-At-Large for CWA Local 1180 for; shop steward for the past 18 years and a career civil servant for NYCH+H for the past 25 years.  She is also a Political Activist.  In her role as a Shop Steward, Debra represents members at disciplinary counselling and organizes on-site meetings.  She assists them with filing grievances and she conducts one-to-one meetings with management for conflict resolution. She attends the NYCH+H Annual Public Meetings.  She also attends the Renaissance Community Advisory Board, Renaissance Auxiliary meetings and the Municipal Labor Council meetings at NYCH+H. In her role as a Political Activist, Debra is a member of the Political Action Committee, attends rallies, does phone banking, and screens candidates for union endorsement.  She has lobbied New York State Legislation in Albany for bills such as; Pre-K for all and Safe Patient Handling.  She also attended the day of Civil Disobedience and the Women’s March, both in were held in Washington, DC.

Debra is an active member of the Coalition of Labor Union Woman (CLUW), Coalition of Black Trade Unionists (CBTU), CWA National Civil Rights and Equity Committee, CWA Local 1180 Bargaining Committee, CWA Local 1180 Women’s Committee, Latin Council for Latin American Advancement (LCLAA), CWA Local 1180 Hispanic Committee, National Association for the Advancement of Colored People (NAACP), Central Labor Council and facilitator for the Manhattan Borough Community Coordinating Committee. Debra has also serves as a delegate at CWA National Conventions, CWA District One Leadership Conferences, and CWA National Minority Caucus Conventions.  

Debra is a proud graduate of the Union Leadership Institute at Cornell class of 2014.  She attended and completed: CUNY Murphy Institute’s 12 Week Civic Engagement Leadership course; Grievance Handling course; Runaway Inequality workshop, and is currently enrolled in the CUNY School of Professional Studies Murphy Institute pursuing a degree Public Health Administration.
